| 摘 要： | 本世纪初，国家提出计划生育综合改革的构思，出台多项法规和政策，计划生育从以行政制约手段为主。向人性化的服务型转轨。高校计划生育工作随着专业技术人员流动性增大、在校大学生婚育规定的调整，以及外来临时用工制度等变化，产生许多新难题。因此，高校计划生育管理要调整观念，增强服务意识，建立学校数字化计划生育信息管理系统，健全流动人口、大学生的计划生育管理体制。

| Abstract: | At the beginning of this century, our country put forward comprehensive reform in family panning and introduced related law, regulations and policies. Birth control method has been shifted from administrative control to humanistic service. With the marriage permission given to college students as well as frequent flow of professional and technical personnel and changes in temporary laborers, college birth control also confronts many problems in the new situation. This paper suggests some adjustments to college birth control management and strengthens the awareness of providing services. It also suggests building digital information management system of college birth control to provide better and more services. |
