| 摘 要： | 促进循环经济发展是贯彻落实科学发展观的需要,是实现经济增长方式根本性转变的重要途径。促进循环经济发展必须强化＂减量化优先＂的原则,必须健全相应的发展规划和制度,必须健全配套措施,切实推进各项工作落实到位。
