| 摘 要： | 城市居民健康档案信息化建设对于促进城市居民公共卫生服务，推进城市居民健康具有重要意义。由于意识、资金、人员素质等因素的制约，城市居民健康档案信息化存在着现实的困难和问题。提高认识，加强领导，加强宣传和队伍建设，加大投入，吸引社会资金，建立健全相关制度与方案，都是做好城市居民健康档案信息化建设的重要保障。

| Abstract: | The information-based construction of electronic health record(EHR) for urban residents is of great significance not only to boosting the public health care standards for urban residents but also to enhancing the health status of urban population.Given a number of restrictions in such aspects as people’s awareness,financing,and personnel quality,the information-based construction of HER for urban residents is faced with many difficulties and problems in practice.In order to provide a guarantee for the information-based HER construction,efforts must be made to heighten people’s health awareness,enhance leadership and publicity,increase financial input,attract social investment funds,strengthen the building of qualified personnel,and improve relevant institutions and systems. |
