| 摘 要： | 信息公平是一种理想,也是一种影响社会政策或制度设计的理论。它包括建立信息公开制度、保障弱势人群的信息获取、制约商业活动中的信息不对称现象等主要内容。近年信息公平问题受关注的原因在于,信息不公难以实现社会公平,知识产权制度负面效应显现,数字鸿沟以及信息权利的理念。即使在中国这样的发展中国家,保证信息公平仍然具有现实意义。落实信息公平取决于政府是否选择信息公平的制度。

| Abstract: | The information equity is an ideal, it is also a kind of theories that affects the social policy or systems design including main contents such as to build up the system of the information open ,to guarantee the social vulnerable gorups obtain information, to restrict the information dissymmetry phenomenon in commercial activity etc.. In recent years the problem of information disequity has aroused concern owing to information disequity is hard to achieve the society fair, appeares the negative effect of the intelligent property fight system, the digital gulf and the principle of the information fight. To guarantee the information equity still has the realistic meaning even if in developing country such as China. To carry out the information equity deppends on whether or not government can choose the system of the information equity. |
