| 摘 要： | 广西北部湾经济区法律服务业发展呈现出服务业总体发展态势良好，但从法律服务业外部环境和法律服务业内部看，均存在诸多问题。解决这些问题需要一定的策略，包括明确法律服务过程中政府部门与法律服务机构的权限和职能，创新以市场为主的法律服务管理体制，构建法律服务与其他服务对接的调节机制，建立由“政策法规、行政、自治和社会力量”四位一体的调节机制，拓展法律服务业务范围，构建体制突破的法律服务联盟模式，理性构建基层法律服务的发展模式，还要加强法律服务业自身建设。

| Abstract: | The overall development situation of the legal services industry in Guangxi northern gulf economic zone is good, but there are still many problems in its external environment and internal aspects. To solve these problems, certain strategies are required, including making clear the authority and functions of the government department and legal service sectors during legal service process, constructing a market-based legal service management system and control mechanism of legal services and other services, building the quandary regulating mechanism of ＂policy laws and regulations, administration, autonomy and social forces＂, expanding the business scope of legal service, building a system of legal service alliance mode, constructing the development pattern of grass-roots legal services, and strengthening the construction of legal service industry. |
