| 摘 要： | 党的十六届四中全会第一次把构建和谐社会作为提高党的执政能力的一个重要方面。通过对我党构建和谐社会历史的研究,总结了以往的经验和教训。针对目前存在的问题及其原因指出:当前既不能回到1957年以前的低水平的和谐社会,也不能因噎废食,否定改革开放和市场经济,从而限制生产力的发展;应从坚持四项基本原则,以经济建设为中心,坚持科学发展观,坚持社会发展的公平、公正、公开原则,健全社会保障体系等方面来努力构建和谐社会。

| Abstract: | The Fourth Plenary Session of the Sixteenth Central Committee of the Party Building for the first time regarded building up a harmonious society as an important aspect of improving the Party's ruling capability.The author of this paper summarizes the past experience and draws lessons by research into the history of our Party's construction of the harmonious society.In view of currently existing problems and their causes,the author points out that we should neither return to the(low-)level harmonious society before 1957 nor negate reform and opening-up and marketing experience so as to avoid the limitation of the further development of productive forces.Instead,we should make great efforts to build up a harmonious society by adhering to the four fundamental principles,by taking development as the centre of our work,by sticking to the outlook of scientific development,by adhering to the equal,fair and open principles of social development and by refining the social security system. |
