| 摘 要： | 山东如何又好又快地发展服务业，成为全省上下迫切需要解决的一个热点问题。到目前为止，许多专家学者对影响山东服务业发展的因素从需求、供给两大方面进行了论述，侧重分析了八大制约因素：观念落后、收入水平低、城市化水平低、市场化程度低、投资少、人才缺乏、体制性约束、经济发展模式的粗放性等。可谓山东服务业发展缓慢是一果多因。当前，进一步探讨山东服务业发展制约因素，对山东又好又快地发展服务业，落实科学发展观，建设和谐社会具有重要的现实意义。
