| 摘 要： | 河南省经济快速发展，虽然加强了污染治理，但工业企业资源消耗量和污染物排放量仍在较快增加，环境状况比较严峻。基于河南省工业经济增长的环境质量状况，从工业三废排放的强度、工业污染对工业经济增长的弹性和环保投资占当年GDP的比重三方面来看河南省工业经济发展和环境污染治理的关系，可以得出结论，河南省目前面临着经济增长方式粗放、资源供给短缺、环境污染总量增大等一系列挑战，资源和环境两大瓶颈凸显。因此，以低能耗、少污染、高效益和实现可持续性为主要特征的新型工业化道路是实现中原崛起的必然选择和有效途径。 |

| Abstract: | With the rapid development of economic, Henan Province has strengthed the pollution control, but industrial enterprises are still relatively increase in resources consumption and pollutant emision, the state of environment is fairly austere. Based on the environmental quality of the economic growth, the article demostrates the relationship between industrial economic development and environmental polution control from three areas ： the strength of industrial waste emissions, the flexibility of waste emission and industrial growth, and the proportion of environmental protection invesment in the GDP of the same year. Then, the article draws some conclusions that Henan province is confronted with some challenges, such as the extensive mode of economic growth, scarce supply of resource and the increasing pollutant,in a word, resource and environment had been the two major bottlenecks. Consequently, the new road to industrialization that is mainly characterized by low power consumption, less pollutin, high efficiency and susbainbility is the natural choice and effective way to realize the rise of the Central Plains. |
