公平与科学:新高考综合改革价值取向及优化

摘    要:公平性与科学性是高考制度的重要价值基石,也是新高考综合改革的应然价值取向。综合改革试点推行以来,在上海市和浙江省等首批试点省市取得了良好的成效,同时也出现了一些问题,特别是自由选科的理性博弈、选科赋分的匹配考量、学校管理的保障供给等问题日益表征化,成为影响综合改革推进的绊脚石。基于当前8省市推行“3+1+2”的选考科目方案,以公平性与科学性的价值取向为导向,可以通过合理的价值引导、科学的科目设置、完善的学校保障等途径,努力在理想与现实之间、公平性与科学性之间寻求合理的动态平衡点。既实现综合改革方案的顺利落实,又保障学生选学选考的自由权、高中学校育才、高校招生以及国家战略等多方需求,为我国教育事业的稳步向前发展做出贡献。

Abstract:Fairness and science are widely concerned as the value orientation of the new college entrance examination that is significantly factored in the comprehensive reform to be first piloted successfully in such cities and provinces as Shanghai and Zhejiang Province. However, there are still some problems, especially like the rational game of free selection, the consideration of the selection of matching points, the guaranty supply of school management, etc., stumbling blocks to the promotion of the comprehensive reform. This study examined the current implementation of the 8 provinces and cities piloting the program of selecting subjects in “3+1+2” for examination to explore the value orientation of fairness and science. It maintained that a reasonable dynamic balance between ideal and reality, fairness and science could be achieved through reasonable value guidance, scientific subject setting, perfect school security, etc. This will contribute to the smooth implementation of the comprehensive reform plan, but also help ensure the freedom of students’ choice and examination, the cultivation of talents in high schools, the enrollment of colleges and universities, to meet the demand of the national strategy and advance the steady development of education in our country.
