| 摘 要： | 华洋义赈会是民国时期由中外人士联合组成的以在中国开展慈善事业、从事赈灾、倡导并推动农村各项合作事业及社会公共事业为主要工作的社会团体。在20世纪二、三十年代中国的乡村建设运动中，该会最早提出防灾重于救灾的理论，最早把西方互助合作思想与中国农村的实际相结合，开创了中国历史上在广大农村地区进行大规模合作实践的先河。它创办了独具特色的合作教育讲习会并连续举办十余年。它筹办并参与主持了三届全国乡村工作讨论会，推动了全国乡村运动的发展。对于该会当年改革中国农村的理论和实践，应该给予全面的认识和公正的评价。
