| 摘 要： | 程序法治意识作为一种特殊的社会意识，同法律意识、公民意识既有联系又有区别。它是由一系列各具内在价值性规定的理念、理性原则构筑起来的思想体系。培养和塑造程序法治意识是一个不断积累而渐进的过程，应把握以下环节：大力发展市场经济和推进民主政治建设；全面开展法律教育和法学研究；把程序法治意识作为领导干部的必备思想素质。

| Abstract: | As a kind of social consciousness, the consciousness of procedural constitutionality is connected with legal consciousness and consciousness of citizenship, and is different from them as well. It is an ideological system formed by a series of ideas and rational principles which have their own valuable rules. To foster and form the consciousness of procedural constitutionality will be a long period in which it will be gradually accumulated and advanced. In this process, we should hold the following links: 1.Devoting major efforts to developing market economy and promoting democracy construction. 2. Developing legal education and jurisprudential study all-round. 3. Regarding consciousness of procedural constitutionality as necessary ideological qualities for the leading cadres. |
