| Abstract: | In great western development,the input of element and that of institution both play an important role.Starting with the definition of institution,this paper is mainly an analysis of the importance of institution,based on the game theory.The authors also analyze the causes of relative lagging and propose the starting point of implementing institutional innovation in west China. |
