| 摘 要： | 自晚清始，中国出现了军政一体化、政治军事化，军权左右政权，政权的真正基础是军方的支持。实力政治的文化传统及民主制度的缺乏是产生军政一体化的重要原因。军政一体化对近代中国的政治现代化进程产生了许多消极影响，是近代中国政治现代化挫败的重要原因。
