| 摘 要： | 盗版是一种特殊的侵权行为，这种行为的基础在于，我国居民收入水平较低，知识产权意识淡漠。因此在打击盗版方面要根据我国国情，按照经济效率原则进行。“补偿税”方案主张盗版行为合法化，然后通过征税补偿知识产权的所有者。这是一种旨在使生产者、消费者和盗版者三方都能改善的方案。

| Abstract: | Piracy is a peculiar kind of tort behavior, the author holds that this kind of tort behavior origins from the lower income level in our country and the faint consciousness of intellectual. So, to attack Piracy must combine with the situation of our country, and obey the principle of economic efficiency. The author put forward a scheme of compensated tax in which Pirating is legalized and property rights of owners will be compensated by imposing compensated tax. The compensated tax scheme is a scheme that makes producers, consumers and pirates all improve. |
