| Abstract: | At first, it has deep historical background and realistic basis to carry on the strategy of the big development of the west in a new century. Secondly, the basic thoughts of the big development are system creation, policy inclination and the making and standardization of laws. Thirdly, during the process of the big development of the west, it's worth thinking to decide where is the focal point of development and how to deal with the relationship between efficiency and fair. |
