| 摘 要： | 金融是经济发展的驱动力。农村金融对破解"三农"问题具有重要的意义。由于当前我国农村金融组织立法存在较多的问题,严重影响到金融对社会主义新农村建设的支持作用。只有对我国农村金融组织法律制度进行改革与完善,才能有效促进农村经济发展。我国农村金融组织立法应该在价值取向、准入制度、立法层次、非正规金融组织法律化和监管制度等方面进行完善。

| Abstract: | Finance is the driving forces of economic development.The rural finance is of great significance to solute"three rural"issues.However,the legal system of rural financial organizations exists some issues,and seriously impacts on the financial support of the rural development.It is necessary to reform and perfect the legal system of the rural financial in order to promote rural economic development effectively.The legal system of rural financial institutions should perfect on value orientation,access system,institutional system and monitoring system to achieve the objectives. |
