我国地方创新策源能力的模糊综合评价研究

摘    要:基于层次分析法与粒子群优化算法,从制度改革与创新、人才培养与建设、创新生态环境优化和科技创新布局四个维度,构建创新策源能力评价指标体系,运用模糊综合评价法测度了我国31个省市的创新策源能力水平,分析创新策源能力的发展影响因素和提升策略,进而促进我国地方省市创新策源能力评价体系的丰富与发展.

Abstract:Under the strategic background of innovation-driven development, centering on the core objectives of local economic transformation and upgrading, gathering scientific and technological innovation resources and enhancing innovation policy source capacity have far-reaching practical significance and decision-making consultation value for local innovation-driven development in China. Based on analytic hierarchy process (AHP) and particle swarm optimization algorithm (PSO), this paper from the system reform and innovation, talent cultivation and construction, innovation of the ecological environment optimization and innovation of science and technology layout four dimensions, construct innovation policy source ability evaluation index system, using fuzzy comprehensive evaluation method to measure the 31 provinces and cities of the country''s innovation policy source ability level, analyzes the factor influencing the development of innovation policy source ability and promotion strategy, and promote the innovation policy in local cities and provinces source ability evaluation system of the rich and the development.
