| 摘 要： | 楚雄州社会保障制度整体上仍然沿用“二元”社会保障制度;社会保障水平相对较低,覆盖面窄;基金支撑体系比较脆弱,隐性养老金债务及其偿还问题难以解决;教育保障落后,制约了城镇化的发展.这是楚雄州社会保障制度的现状,也是楚雄州城镇化进程缓慢的主要原因之一.针对上述问题,作者提出了完善深化社会保障制度改革的主要措施.
