| 摘 要： | 当今科学技术发展的影响遍及社会的各个领域,这使得公共政策制定者在制定公共政策的时候也不得不关注科学技术的发展所带来的影响。科学技术发展对公共政策议程优先次序、公共政策问题结构、以及公共政策制定过程会产生影响。科技发展对公共政策的影响与公共政策对科技发展的影响是一个互动的过程,因此需要正确处理这两组关系,实现科技发展与公共政策的良性互动。

| Abstract: | The development of science and technology has great impact on every field in society,thus makes policymakers pay great attention to the influence of science and technology when making decisions.The dual relationship between the development of science and technology and public policy is interactive and thus requires to smoothly manage the relationship and to foster a healthy development.Then we analyze the implications to science and technology policy making. |
