| 摘 要： | 现在我国收入分配关系存在居民收入所占比重不断下降、国民收入分配中劳动收入相对低下且呈下降趋势、社会成员收入差距过大、财税制度不够合理、隐性和非法收入惊人等主要问题。原因主要有四方面：薄弱基础上快速发展的历史原因、人口太多的现实原因、金融危机使长期隐藏的矛盾尖锐呈现、监管和惩治存在缺失。为理顺收入分配关系，笔者建议：制定40年经济发展、收入增长、公平分配的规划；与就业有关的经济决策要有利于有效增加就业；科学规定社会的最低工资，在非公有制企业进一步完善劳资谈判协商制度，企业党组织负责人和工会主席的工资由政府开支；改革财税制度，既要合理地增加税收总量，又要调整分税制以适当增加地方的税收；逐步形成一套有中国特色的社会福利保障体系；加强对金融、房地产市场和物价的监管；通过政务公开避免腐败；发展慈善捐赠事业。
