| 摘 要： | 从13世纪中叶西藏正式纳入元帝国的版图，元朝中央对西藏地方实施了有效的管理和统治。在中央设置了宣政院，并以帝师兼领院事，宣政院在西藏地方上设置了宣慰司，同时，乌思藏本钦作为教主份地的首席官员，也成为元朝政府承认的正式地方官员，而且有时还可兼任宣慰史，这样，就形成了一个比较完善和灵活的多元化的治藏体制，为明清等朝对西藏的统治和管辖打下了基础。
