| 摘 要： | 完善的社会保障体系是社会主义经济体制的重要支柱，建立和完善有中国特色的社会保障体系是我国经济结构战略性调整的坚实基础。目前我国的社会保障体系面临极大的挑战，加快完善有中国特色的社会保障体系，已经成为新世纪社会主义市场经济体制建设所要完成的重大任务。
