| Abstract: | Through analysis of the existing major issues of the development and management work of the highly skilled human resources in higher learning institutions, this paper attempts to introduce some new concepts and strategies for the first time to develop the work of talented personnel in colleges and universities that should be implemented based on the practical situation of each individual institution. Main emphasis should be placed on the innovation of conceptions, innovation of mechanism, functional transit of managing talented personnel, and construction of an environment that is apt to help bring into full play the wisdom of the highly skilled human resources. |
