| 摘 要： | 实现区域经济一体化成为我国经济社会发展中的一个显著特征。中原经济区建设面临着地方保护、发展经济短期行为、忽略资源和环境保护及整体发展水平不高等问题。独立行政区划和区域一体化之间存在着内在紧张关系，社会关系的存在是法律调整的必要条件，鉴于国内外区域经济发展的经验，中原经济区建设有必要开展地方立法协作。参与地方立法协作的主体可以是国家机关，也可以是工作机构，但中原经济区立法合作主要由省级人大常委会就事关中原经济区全局利益问题制定地方性法规、省级人民政府就中原经济区内跨界行政管理制定地方政府规章。

| Abstract: | The integration of regional economy has become a distingulshing feature during the development of economy and society of China.The construction of the Central China Economic Hegion suffers a serles of difficulties,such as local protectionism,short-term act in the economic development,neglect of the resource and enviremenial protection,and the low level of the integral development. |
