| 摘 要： | 贯彻党的十六届四中全会精神，构建和谐社会，客观上要求各级政府科学行政、民主行政、依法行政，要求各级政府树民主政府、法治政府、责任政府、公共服务型政府形象。这是内在统一的政府形象，在社会主义和谐社会的构建中起带动性的关键作用。这是一个重大而长远的课题，值得我们进一步地深入研究。

| Abstract: | To carry out the spirit of the 16th anniversary and 4th session of the party and construct the socialist and harmonious society, Objectively requires the government at all levels administrate scientifically; democratically and fully obey the laws; requires the government at all levels try to sculpture the democratic image; law-obeyed image ,responsible image and public service image. The internally unified image of the government takes the key part in constructing the Socialist and harmonious society. This is an important and long-term subject and needs our further and deep research. |
