| 摘 要： | 为了深入调查宁波农技人员服务新农村建设的情况，笔者对宁波的农技人员、农户和农业相关部门进行了细致调研。发现目前宁波农技人员负责新农村建设的总体效果较好．普通农户和农业大户（含农业基地）是衣技人员的主要服务对象，、农技人员提供的服务主要集中在农经和农技．服务内容多数集中在新品种的引进与技术推广、农业技术指导；农技人员推广的技术主要集中在新品种的引进、农业技术培训和病虫害监测预报，较为符合农户需求；农技人员较多地采用集中培训与发放资料的方式向服务对象传递技术信息。同时，宁波农技人员服务新农村建设也面临着诸多困难，如经费不足、农户接受新技术能力有限；农技人员实际收入偏低，现行各种激励机制仍有改进空间：农技人员需要进一步加强技术讲解水平，加强实用技术指导，及时传递农业技-术信息等。因此，建议宁波实行农技人员“资格准入”制度，降低农技服务人才的流失率：建立村级农技服务机构或科技进村服务站，向下延伸服务链条；妥善解决农技推广经费不足问题．调动农技人员工作积极性；开展教育与技术培训，增强农民的技术接受能力：继续完善沟通反馈渠道，建议成立农技人员申诉制度等，以进一步提高宁波农技人员服务新农村建设的成效。

| Abstract: | In order to investigate the situation that Ningbo agricultural technology personnel in serving the new rural construction, the author has carried out a detailed investigation on Ningbo agricultural technology personnel, farmers and related public department. This article has found that Ningbo agricultural technology personnel have played a very significant role in the new rural construction, ordinary farmers and agricultural users （including agricultural base） are the main service objects. Agricultural extension services are mainly in the agricultural economy and agricultural technology. The basic service content is most focused on the introduction of new varieties and technology promotion, and agricultural technical guidance. The technologies that Ningbo agricultural technology personnel has promoted foeuse on the introduction of new varieties, agricultural technology training and pest monitoring and prediction, which can meet the demand of farmers.The popular method that agricultural technology personnel adopted to send technical information to the service objects are training and distribute information. At the same time, Ningbo agricultural technology personnel are faced with many difficulties, such as insufficient funds, the inability to accept new technology of peasant household. The real income of Ningbo agricultural technology personnel is low. The current various incentive mechanisms still has room for improvement. Agricultural technology personnel need to strengthen technical level, to strengthen the practical technical guidance and timely transfer of agricultural technology information, etc. Therefore, we suggest that Ningbo to adopt the agricultural technology personnel ＂professional certification＂ system, to reduce the turnover rate of the agricultural extension service. Ningbo had to properly solve the problem of agro-technique extension funds inadequacy, in order to arouse the enthusiasm of agricultural technology personnel. Education and technical training, enhancing the technology acceptance ability of farmers are also important. In order to further improve the effect of Ningbo agricultural technology personnel to service the new rural construction, the communication and feedback channels shoulde be improved, and the agricultural technology personnel appeal system should be established. |
