| 摘 要： | 在我国，社会保障资金的筹集由国家、企业和个人三方负担，其中，财政起到了最后支持者的作用。加大财政在社会保障支出中的力度，是未来社会保障发展的大趋势之一。然而，我国目前的财政社会保障支出由于受财政盈余所限，导致财政社会保障支出水平偏低，阻碍了财政应在社会保障支出中发挥的作用。因此，提高财政社会保障支出水平，是目前亟待解决的问题。

| Abstract: | In our country, the social security fund comes from three parts: government, enterprise and personal. The government gives the final support. To improve the expenditure of finance in the social security is one of the trends in the future. But now in our country,the expenditure of finance in the social security is limited to the surplus of finance. And this causes the lower expenditure level of social security. So the finance cannot exert its full function in the expenditure of social security. To improve the social security expenditure level of finance is the urgent problem to solve at present. |
