| 摘 要： | 宪法的稳定性是维系宪法生命的必要条件。然而，宪法的稳定性不是一个简单的制度变迁问题，而是一个包含丰富内涵的宪法问题。从实质上看，宪法稳定涉及宪法功能的持续性发挥以及一系列保障性的制度条件，特别是对社会变化的吸取能力。从形式上看，它涉及宪法适应社会的方式和机制问题。任何国家的宪法要有效地发挥组织国家、引导社会、规范国家与公民的关系等方面的作用，就必须解决好宪法的适应性问题。

| Abstract: | The stability is vital for the survival of a constitution. However, the constitutional stability is not a simple issue about the changing of system; rather, it is a constitutional issue with various contents. In essence, the constitutional stability involves the continual effect of constitutional function as well as a series of safeguarding factors, especially its tolerability of social change. With regard to the form, it involves the way and mechanism by which the constitution adapts to society. Any state that wants to give full play to the constitution in organizing the state, steering society, and standardizing the relations between the state and its citizens must solve the issue of constitutional adaptability |
