| 摘 要： | 通过对刘邦政权的道德基础、皇帝制度的道德基础以及汉初德政思想产生的历史必然性的分析和阐述，我认为汉初统治者正是在德政思想指导下，具体实施了德政措施，才使其统治和政权得以确立和巩固。
