| 摘 要： | 十六届四中全会,中共将构建社会主义和谐社会作为我们党的执政目标,这是党在文件中第一次把和谐社会建设放到同经济建设、政治建设、文化建设并列的突出位置,但是在构建和谐社会的过程中,城乡二元结构却严重阻碍了其发展的进程,而本文旨在通过对城乡二元结构的剖析以及城乡二元结构对构建和谐社会的影响,提出应大力发展农村教育,促进社会公平,统筹城乡发展,推动城乡一体化进程,加强制度建设,建设社会主义新农村等政策,实现构建和谐社会的目标。
