| 摘 要： | 最低生活保障是公民在不能维持最低生活水平时，由国家和社会按照法定的标准向其提供满足最低生活需要的物质援助，它维护的是全体公民的基本生存权利。社会保障是社会公平的产物，公平与效率都是社会保障追求的目标，过分的公平会引起效率的损失。通过对最低生活保障制度的效率分析得出，由于制度特征决定了最低生活保障具有较强的效率性，从而也有利于公平的实现。

| Abstract: | The minimum living security system is the material help by the country or the society according the legal standard to people when they can not support the minimum living,which safeguards the basic living right.Justice is the essence and core of social security,Justice and efficiency are interrelated with social security closely,Over emphasis on justice has some damage to the realization of the efficiency.Through the analysis on the efficiency of the minimum living security,we can draw a conclusion that the minimum living security is efficient because of the system characteristics,so it can manifest justice well. |
