| 摘 要： | 建设公共行政伦理,必须以现实的公共行政为基础。中国目前的公共行政改革面临 着由传统的人治模式向理性官僚制模式转向和由传统官僚制模式向新公共管理主义转向的双重超 越,转型期的公共行政伦理建设应当立足于这一基本现实。

| Abstract: | Public Administrative ethics must be based on practical public administration. The present reform in public administration faces two transcends: from the traditional rule of men to a rational bureaucracy, and from traditional bureaucracy to a modern one. Ethical building in the transformation period has to start from this fact of great shift. |
