| 摘 要： | 中国社会自19世纪中叶开始了近代化进程，具有鲜明近代特征的大众传播模式在此过程中确立并得到迅速发展，其副产品之一即是清王朝覆灭前夕颁布的一系列新闻法规。清末新闻立法也全面地反映了近代大众传播的诸项特征。国家立法机器与大众传媒间的互动关系对今天亦具实际借鉴意义。

| Abstract: | Chinese society started the course of modernization since the middle period of 19th century.The pattern of mass communication with distinctive characteristic of madernity was established during this course and developed rapidly,one of its by-products was a series of press statutes promulgating at the eve of complete collapse of Qing Dynasty.Legislation on press in the end of Qing Dynasty also reflected characteristics of modern mass communication in an all-around way.The interaction between national legislature and mass media can also be used today as a reference. |
