| 摘 要： | 当前,工业化、城市化、现代化和农民市民化成为我国经济社会发展的重要路径特征。然而,进城农民市民化在中国却仍是一个障碍重重的缓慢进程,普遍出现了进城农民"流动但不定居、定居但不融合"的现象。造成上述问题的原因是多方面的,学术界尚无全面的论证。本文正是基于上述背景,通过调查研究,发现制约进城农民市民化最根本的原因在于,农民无法稳定获得与市民平等、无差异的包括基本社会保障权在内的基本公民权利。在分析的基础上,本文提出了给予进城农民相应权益,为进城农民建立包括养老保险在内的社会保障体系,同时保障劳动力平等就业,等等。

| Abstract: | The crucial part of our economic society is characterized by industrialization,urbanization,modernization and orientation for city-people while countrymen are just hard to be integrated into the city in which they are working because they still lack the shared basic social security right as city-people.Considering the above issue,the article proposes to endow the countrymen with corresponding social security right involving endowment insurance,equal job offer,and etc. |
