| 摘 要： | 摘要：本文在对科技评估的几个易混淆概念进行辨析的基础上，建立国家属农业科研机构科技生产力评估指标体系，将农业科研机构的科技生产力划分为科研基础实力、科技创新能力、科技转化效果三个子系统，对十五期间国家属农业科研机构进行评估，并根据评估结果将科研机构划分为综合优势型、研究主导型、技术开发型、经营主导型和相对劣势型五种类型，最后针对每种类型的科研机构提出相应的管理措施，为政府进行科技管理提供政策依据。

| Abstract: | Based on the differentiation of some confusable conceptions of S&T evaluation,the evaluation index is established and the S&T productivity is divided into three subsystems which called S&T foundation strength,S&T innovation capability,and S&T transformation efficiency in order to appraise the S&T productivity of national-level agricultural scientific research institutions in 2001-2005.According to the evaluation result,the all of national-level agricultural scientific research institutions also divided into five types which consist of general superiority style,research dominated style,technology development style,management dominated style,and comparative inferiority style.Finally,some managements and measures aimed at every style institution are brought forward which offered a decision-making basis for the government. |
