| 摘 要： | 政府公共管理体制改革的成就之一是建立了一套公众参与制度,《中华人民共和国立法法》的颁布更使这一反映新公共管理特征的管理趋势制度化。作为关乎千万家庭、国家未来的教育改革,其决策方式已经落后于其他领域。教育改革如何利用好新公共管理理论的一些原则,建立和完善公众参与改革的路径,使教育改革更贴近、反映民意,教育成果为民所享、造福社会,成为教育研究的重要话题之一。
