| 摘 要： | 真实、完整、及时的信息来源，是科学决策的基础。其中，舆情信息对于领导决策必不可少。舆情，是指民众对管理者的某些政策、制度和施政行为及有关社会现象所持态度的舆论。舆情是发布者思想的反映，不同程度地影响接受者的思想和行动，而且舆情能够在传播过程中产生共振放大效应，形成更大的群体压力。因此，对舆情的及时掌握、科学分析和妥善处置，考验着各级政府及其领导干部的执政能力。文章着重研究图书馆在舆情监测分析中的功能优势。
