| 摘 要： | 追溯政府信息公开初始出发点,对丰富信息公开基础理论,统一规范政府信息公开制度,推动信息公开立法,具有重要的应用价值;政府信息公开的理论基础源于行政控权,信息公开制度的广泛推行顺应了行政控权的需要;政府信息公开是防止行政权力异化、抵制和预防腐败的利器。

| Abstract: | Tracing back to the initial starting point of Government Information P ublication will be of great importance for enriching the basic theory, standardi zng the system and pushing forward the legislation of Government Information Pub lication. The theory of Government Information Publication originates from Admin istration Control and its extending makes the needs of Administration Control. G overnment Information Publication can prevent administration power from the diss imilation and take precautions against the corruption. |
