| 摘 要： | 随着电大系统内外环境的变化，电大系统运行机制越来越暴露出僵化的弊端。要巩固和发展电大系统，维护电大系统的整体功能和优势，必须创新电大系统运行机制，优化教学管理模式，建立内在激励机制，强化内部约束机制，提高自主适应能力，健全宏观调控措施，深化信息传导机制。
