| 摘 要： | 中国电信利权自清季电信业创办以来迭遭外人侵夺。南京国民政府建立后,为收回我国电信利权展开了积极行动。南京国民政府交通部通过与外人直接交涉、整理电信外债及加强自身电信建设等,使得我国以前丧失的部分电信利权得以收回。在肯定南京国民政府收回我国电信利权的成绩的同时,也必须看到其与外国妥协的一面,并认清其妥协背后的实质原因。

| Abstract: | Since the very beginning,Chinese Telecommunication Qingji was under the control of foreign companies.After the foundation,Nanjing Government began to take actions to reclaim the operation right.With diplomatic activities,debts organizing and construction,the operation right was successfully reclaimed.However,there was compromise besides the reclamation,so nature of compromise is supposed to be revealed as well. |
