| 摘 要： | 长期以来的体育公共产品供给的城乡＂二元＂机制、官僚制决策的效益悖论、各级政府供给权责模糊、供给行为失范、公共精神的缺失、＂三农＂公众价值的边缘化以及体育观念在农村的错位,将我国广大农村在社会体育资源配置中的地位推向边缘化,体育公共产品供给单一、低质、失衡和低效,不能满足新农村日益增长的体育与健康需求,导致政府公信力在农村的弱化,不利于＂三农＂问题的妥善解决和农村社会的健康、稳定、可持续发展,因此,构建公正、透明、廉洁、高效的有回应力的责任政府,创新农村体育公共产品供给机制,建设和谐农村势在必行。
