| 摘 要： | 北京大学、清华大学招生引发不公的根源,在于政府行政主导体制下的教育资源垄断分配,因而在现行体制下推出的任何改革措施都只能是治标不治本。我们目前所能做的,只是在现有体制框架内讨论如何治标,理论上可行的办法是“分配名额,各省自定分数线”。虽然分配名额有一定标准可依,但实际操作难度甚大。

| Abstract: | The causes of inequity in the enrollment in Peking University and Tsinghua University actually lie in the monopolistic distribution of educational resources under the government-dominating mechanism. In this sense, any kind of reform measures under the current mechanism can just have temporary effects but not permanent effects. Under the current mechanism, what we can really do is just "distributing quotas and making each province to decide their own enrollment scores". But as a matter of fact, although there are also standards to abide by in distributing quotas, the real implementation is still very difficult. |
