| 摘 要： | 我国西部地方政府现有的行政管理体制受到WTO规则和WTO的非歧视待遇、透明度、市场准入、公平竞争和效率等基本原则的诸多挑战。为加快西部地区经济与社会的发展，西部必须从重塑政府治理理念、简化审批事项、规范审批程序、完善行政服务中心管理、发展社会中介组织、完善审批听证制度、健全监督制约机制等方面，进一步深化西部地区的行政审批制度改革。

WTO vs Reforms in the Administrative Examination and Approval Institution in West China |

| Abstract: | In west China, the administrative examination and approval institution has been much challenged by the basic rules of WTO, such as the Rule of Non-discrimination, the Rule of Transparency, the Rule of Market Access, the Rule of Fair Competition, the Rule of Efficiency, etc. Therefore, in order to step up the economic and social development in west China, we should quicken and deepen the reformation of administrative examination and approval institution in the western areas in the following aspects, such as transforming the concepts of government administration, simplifying the items of administrative examination and approval, standardizing the procedure of examination and approval, perfecting the administrative service center, developing the social intermediary organizations, amplifying the hearing system, instituting the mechanisms of supervision and control, etc. |
