| 摘 要： | 交换范围的国际性扩大,必然要求国际性的社会交换秩序,进而推动社会基本矛盾的国际化,而社会基本矛盾的国际化,又必然推动解决矛盾的责任主体的＂一体化＂,即推动社会上层建筑的＂一体化＂的发展。成立于二战之后的联合国,作为国际经济秩序的组织保障,承担着规范国际交换秩序的政治职责,实质就是国际一体化的社会上层建筑的组织形式,就是国际一体化的政治实体。联合国的发展趋势,必然是成立＂联合国政府＂。当今国际社会面临的诸如环境恶化、贫富差距、金融危机、地区冲突、恐怖主义、国际安全等问题,实质都是交换秩序上的问题,问题的解决都属于政府性职能的建立。在解决这些问题的现实努力中,＂发挥联合国的主导作用＂,实质就是要发挥联合国的政府职能的作用;＂加强联合国建设＂,必然是加强联合国的政府职能的建设。

| Abstract: | The expansion in range of international exchange inevitably requires the existence of international social exchange order so as to promote the internationalization of basic social contradictions, which in turn inevitably promotes the ＂integration＂ of subject of responsibility for solving the contradictions, i.e. to promote the integrated development of social superstructure. Founded after the World War II, the UN, as an organizational safeguard for international economic order, is by essence the organizational form for internationally integrated social superstructure, and is a political entity for international integration. Its development trend will be the founding of the ＂UN Government＂. What the contemporary international society face are all of exchange order in essence, such as environmental deterioration, the gap between the rich and the poor, financial crisis, regional conflicts, terrorism, international security etc. The solving of these problems requires the functions by the government. In the actual efforts to solve these problems, the ＂exertion of UN＇s leading role＂ is by essence the exertion of UN＇s governmental functioning; and the ＂strengthening the construction of the UN＂ is inevitably the strengthening the construction of the UN＇s governmental functions. |
