| 摘 要： | 治理理论作为一种较为先进的管理理论，为改善和寻求国家的良好管理提供了智力支持和理论指导。它不仅对西方产生了深远的影响，对中国同样具有不可忽视的重要意义。但是治理理论产生的基础是西方社会的政治现实，而作为一个发展中国家，我国有着不同于西方的特殊国情，我国市场经济体制的不成熟、市民社会力量的弱小、行政文化的滞后都极大地阻碍了治理型公共行政模式在我国的建立。所以，行政改革的深化、党组织功能的发挥、新型行政文化的培育，成为推动我国行政管理走向治理的必然选择。

| Abstract: | As an advanced theory, governance which provide intellectual direction for improving the level of administration affect the west and china deeply.Political and social realities of the west is the base of governance theory.However, as a developing country , China is different from the west.There are some factors which impede establishment of governance in china because Chinese market economy, administrative culture and townspeople society aren't ripe.So we should deepen administration reform, release functions of the communist party of China and foster new administrative culture. |
