| 摘 要： | 政府在产业集群中有着重要的地位和作用，对政府作用的精确界定，有利于充分发挥产业集群的优势。政府在产业集群中的作用体现在：提供公共政策与公共产品；制定目标与监管市场；扮演中介和提供公共服务；搭建平台与搞好配套环境建设。

| Abstract: | The government plays an important role in industry colony. The accurate definition about government function is helpful to dewlop fully the superiority of industry colony. The government function is ： providing public policy and public product; establishing a target and watching and controlling markets; playing the role of medium and prefer public seevice; establishing a platform and doing well in necessary environment construction. |
