| 摘 要： | 建立国家公务员廉政勤政期权制度是为了确保国家公务员在职时自始至终廉政勤政.如果公务员任职期间奉公守法,勤奋工作,那么退休后就可获得一笔数目可观的廉勤期权;一旦公务员违法乱纪受到处罚,其积累的廉勤期权就会全部被没收并上缴国库.国家公务员廉勤期权是激发公务员廉政勤政的长效激励机制.

| Abstract: | In order to perfect the institution of accumulation fund of beng honest and clean to one's duty of civil servant,this article puts forward the opinion to establish the institution of promissory right of being hardworking and clean of civil servant.If civil servants are law-abiding and hard working during their duties,they could get a big sum of promissory right.Once the civil servant breaks the law and violates the disciplines,his promissory right is confiscated and turned over to the state treasury.The institution of promissory right of hardworking and being honest and clean to one's duty aims at setting up the enduring effect motivation mechanism. |
