摘    要:党的十六届三中全会将“以人为本”作为科学发展观的本质与核心.“以人为本”是社区教育的应有之意.“人本”社区教育应当做到体现人文关怀、强化服务职能、尊重社区成员主体意识以及优化社区文化环境等.

Abstract:The Third Plenum of the 16th National Party Congress took "people-oriented" as a scientific concept of development and the nature of the core."People-oriented" community education is the proper meaning."Humanism" community education should be embodied by humane care and enhance service functions,the main sense of respect for the members of the community as well as optimization of community cultural environment.
