| 摘 要： | 20世纪的收回教育权运动早已为人们所熟悉,而近代历届政府的相关活动并未受到重视。从晚清到民国,政府收回教育权的活动不绝如缕,民国时期的北洋政府、广东国民政府、南京国民政府,在收回教育权方面作出了自己的努力,最终在南京国民政府时期获得实现。由于政权的性质和政治控制力不同,它们的活动各具特色:北洋政府追求的目标就是立案,广东国民政府的政策是接管外人学校,南京国民政府则是允许存在但办学必须符合中国政府要求。认为南京政府收回教育权流于形式的观点并不准确。实际上,这虽然与南京政府的实力有关,但主要还是中国对教育权的理论认识的反映。

| Abstract: | People are familiar with The Movement of Regaining Educational Right in the 1920s,but people don't pay attention to the correlative actions of the government.From the late Qing Dynasty to the National Republic of China,the movement of Regaining Educational Right of the government is not uninterrupted.In the end,it comes true in the period of the Nanjing government.There are three governments in the period of the National Republic of China:the Northern Warlords Goverment,the National governments in Guangdong and the National governments in Nanjing.They do their best in Regaining Educational Right.Because of the differences between the characteristics of the governments and the political controlling power,their actions have different characteristics.what the Northern Warlords Government has pursued is register.The policy of the National governments in Guangdong is to take over Church school.the National governments in Nanjing allows the existence of Church school,but running a school must be in accordance with the request of the Chinese government.The traditional view is that Regaining Educational Right of the National governments in Nanjing is ostensible.But this view is not correct.Actually,although this is relative to the power of Nanjing government,mainly is the reflection to the theoretical recognition of the right of education of China. |
