| 摘 要： | 中国本质上是一个农民国家。村民自治在中国的兴起和发展，是中国现代化进程的必然产物，是国家政权与乡村社会互动的体现。村民自治制度以村民委员会为运作主体的制度体系，以自我管理、自我教育、自我服务为基本原则，以民主选举、民主决策、民主管理和民主监督为主要内容。几十年来的实践经验表明，只要沿着村民自治这一中国民主政治制度形式前进，不断克服发展中的困难和障碍，终将进一步促进中国农村民主建设的进程，为社会新农村建设做出巨大贡献。
